Really depends where you want to go and who with... If its for a meal with friends would definetly recommend Nandos, Pizza Express... All those sort of places and you can often get deals to make the meal cheaper for you. Maybe you could go to the cinema or bowling as well? If its for family or you want somewhere a bit more sit down perhaps if theres one near year Red Hot World Buffet as they are quite cheap and literally you can have as much food from all different countries that you want so everyone should be happy :)

More expensive could be Hard Rock Cafe or Planet Hollywood, in London so pretty pricey but they would definitley be a good way to celebrate being 13. You need to book in advance though

In terms of other activities, like someone already mentioned gokarting is a good idea, urm perhaps something like aerial xstreme or highropes or paintballing. All really depends on where you live and what you want to spend :)
